The Queensland Government Creative Advertising Preferred Supplier Panel, arrangement GGS0120-25, covers photography, video production, animation, campaign development, graphic design, content strategy and post-production for Queensland Government agencies. It was previously called the Whole-of-Government Creative Services Panel, and both names still turn up in procurement conversations.

Graphic design. Campaign design, brand application, print and digital design, publication design, infographic development, and environmental design.

Content strategy. Communications planning, content frameworks, channel strategy, and audience research in support of creative production.

Post-production. Editing, colour grading, sound design, music licensing, captioning, audio description, and format delivery for digital, broadcast, and print.

What's typically not covered

The panel covers creative services, not media buying or placement. If a project requires the purchase of advertising space, television airtime, digital display placements, outdoor advertising, that's a separate procurement. Some agencies manage media buying through their communications team or a media agency. Some use separate arrangements for media entirely.

IT development, web development, and digital platform build are typically outside the creative services scope, though digital content and design for existing platforms is generally within scope.
